香港的政府一直不太支持本地的戶外音樂會，其噪音管制條例更大大地限制了戶外公共藝術表演的自由。有見及此，Time Out Hong Kong 的 Hamish McKenzie 與一眾志同道合的人發起了「噪動.香港」活動，集合人力，改善現狀，讓枯燥的城市面貌更添生機。他們現正透過 Facebook召集有相同信念的人，希望能夠爭取得到改變。
